Clearly he feels that Handverger was negligent, and is disappointed w/ the AUTO program. Handverger and his camp did a good job of defending themselves, however, pointing out that things like ensuring that the tanks are full are not necessarily his responsibility. Overall, the impression I got from Mr. Guizlo's testimony is that Handverger has not done a stellar job. However, it is unclear whether or not the complainants have done enough to prove that his incompetance is enough to warrant his removal from office.
