The question of where hours can be worked

A big question in all of this is whether or not Handverger was allowed to do work from home and count it toward his required 20 hours per week. It seems that there had been an agreement between executives that only work done in the office would count. Handverger, however, argued that he was working under the bylaws, and the letter of the law does not specify that work must be done in the office.
