Apparently the AUTO program failed them. They had all kinds of problems, including receiving vans with no gas that were not in good working condition.
Handverger defends himself saying that he was unaware, and that FSE should have made him aware of the problems with the vans so he could have referred them to the maintenance folks. Essentially, he is not a mechanic, and it is not necessarily his job to ensure that the vans are in good working condition.
